The key facts
- Driving by a person deprived of a license can result in compulsory community service — up to 200 hours for a repeat offense
- Late payment of fines carries compulsory community service of up to 50 hours
- Failure to comply with a lawful demand of a traffic police officer, such as removing window tinting, can also lead to compulsory community service
Which traffic violations can end in compulsory community service
Automotive lawyer Lev Voropaev told Gazeta.Ruwhich road violations can get a driver sent to compulsory community service — unpaid socially useful work performed in time free from one's main job or studies. According to him, the most common ground is driving a car by a person who has been deprived of the right to drive by a court decision. If such a driver gets behind the wheel again, the penalty includes compulsory community service, and for a repeat offense the bar is higher — up to 200 hours.
Fines and an inspector's demands
Another reason for being assigned such work is late payment of fines: this carries compulsory community service of up to 50 hours. According to Voropaev, a frequent ground is also failure to comply with a lawful demand of a traffic police officer. A typical example is window tinting: a traffic police inspector issues an order to remove it, the driver fails to comply, and upon a second stop he is held liable, including under Article 19.3 of the Russian Code of Administrative Offenses, which also provides for compulsory community service.
What compulsory community service involves
Compulsory community service exists in both criminal and administrative law. In practice, an offender may be assigned to clean streets, courtyards, building entrances and stairwells, carry out sanitary cleaning of areas — collecting litter and tidying container sites, landscaping, simple repair and earthworks, as well as loading and unloading. Earlier, on November 3, Russians learned which actions by an inspector are unacceptable during a car inspection — the same outlet reported this.
