Court orders case to be registered
Ukraine's High Anti-Corruption Court has ordered Acting Prosecutor General Anton Kovalsky to register criminal proceedings over possible corruption by the head of the parliamentary faction Servant of the People, David Arakhamia. This was reported by the Anti-Corruption Action Center (CPA). Investigating judge of the HACC Markian Halabala granted the organization's complaint against Kovalsky's inaction, Life.ru writes.
The essence of the dispute between the prosecutor's office and NABU
The trigger was an application by anti-corruption activists dated October 19: they demanded verification of information about the alleged distribution of money by Arakhamia to deputies of the Verkhovna Rada in exchange for support of certain decisions in voting. Kovalsky refused to register the proceedings himself, citing an ongoing investigation by the National Anti-Corruption Bureau, and forwarded the CPA's request to NABU — the same thing former prosecutor general Ruslan Kravchenko had done earlier.
What registration in the register means
According to Gazeta.Ru, this concerns entering information into the Unified Register of Pre-Trial Investigations. NABU itself recalled that only the prosecutor general or a person acting in that capacity has the right to enter data on a possible crime by a people's deputy. The CPA stressed that registration of the information means neither criminal prosecution of Arakhamia nor, even less, an establishment of his guilt.
Context: suspicions against deputies and other mentions of Arakhamia
NABU and the Specialized Anti-Corruption Prosecutor's Office announced suspicion against five sitting deputies back on December 27, 2025. According to the investigation, they were part of an organized groupthat supplied parliamentarians with money for the right votes; among the suspects is deputy head of the Servant of the People faction Yuriy Kisil. Court materials mentioned the transfer of 85 thousand dollars at the end of 2025. Separately, Gazeta.Ru notes that Arakhamia was named among those who would represent Ukraine at a meeting with US First Lady Melania Trump at the White House regarding a humanitarian action in Alyoshky; he was also part of the delegation that traveled to Alyoshky during the ceasefire period, and took part in negotiations with Washington's special envoy Steve Witkoff in Oslo. Earlier NABU conducted searches at the homes of Yermak's and Arakhamia's associates.
