Uzbekistan's proposal at the Ankara summit
On October 30, at the summit of the Organization of Turkic States in Ankara, President of Uzbekistan Shavkat Mirziyoyev proposed launching the organization's cooperation with third countries in an 'Organization of Turkic States Plus' format, starting with meetings of sectoral ministers. In his view, such meetings should be aimed at implementing joint projects in trade, transport, investment and other priority areas. This was reported by Gazeta citing the presidential press service.
Arguments and related initiatives
Mirziyoyev linked the organization's international standing to its ability to develop open and mutually beneficial relations with external partners. Uzbekistan, he said, views the OTS, which is turning into an influential center of global development, as a platform for mutual trust and practical partnership. He also stressed the importance of regular political consultations within the organization on international and regional issues, and of coordinating approaches.
Context: Kazakhstan's proposal regarding Russia
At the same summit, President of Kazakhstan Kassym-Jomart Tokayev had earlier proposed considering Russia's accession to the Organization of Turkic States or its participation as an observer; in his assessment, this could raise the OTS's standing and benefit its members. Thus, the Ankara summit saw discussion of two directions for expanding the organization's external ties at once: the 'OTS Plus' format with third countries, proposed by Uzbekistan, and possible Russian participation, proposed by Kazakhstan. Sources did not report any decisions on these proposals.
