The key facts
- A proposal has been made to raise the vehicle price limit for preferential loans from 2 to 3 million rubles
- The program will resume on December 1 with early funding from the 2027 budget
- Last year, recycling fee receipts exceeded 1.1 trillion rubles
Proposal to raise the price threshold
Vice President of the National Automobile Union Anton Shaparin proposed expanding the preferential car loan program, raising the maximum vehicle price to at least 3 million rubles. In his assessment, the current limit of 2 million rubles no longer matches the prices of popular Russian-made cars, as he said in a comment to kp.ru cited by Life.ru.
Who the change would affect
At present, state support is effectively available to buyers of only some Lada models: Haval and Tenet vehicles produced in the country cost more than the established cap. Raising the threshold would bring the program's terms closer to the real market, the expert noted. He proposed using receipts from the recycling fee as the funding source, which, according to the figures he cited, exceeded 1.1 trillion rubles last year; in his comparison, recycling fee funds could work for the development of the domestic auto industry in the same way as environmental fines are channeled into targeted state programs.
Program resumption on December 1
Earlier, First Deputy Prime Minister Denis Manturov announced that preferential car lending would resume on December 1. The program will be funded ahead of schedule using money allocated for 2027: it had been suspended after the budget allotted for the current year was exhausted.
Status of the proposal
Raising the limit to 3 million rubles remains a proposal from an industry expert: the publications contain no information about any decision made on it. So far, only the program's resumption on December 1 using funds allocated for 2027 has been confirmed.
