The key facts

  • The order of the two ministries was registered on 23 October 2026 under number 2198-3 and published on 24 October
  • It regulates tariffs for drinking water, wastewater disposal, hot water and heating for entities for which utility services are not their core activity
  • The document does not set new prices or tariffs — the changes concern only the procedure for their formation

What has changed

The procedure for setting utility service tariffs in Uzbekistan has been revised by a joint order of the Ministry of Economy and Finance and the Ministry of Construction and Housing and Communal Services. The document was registered with the Ministry of Justice on 23 October 2026 under number 2198-3 and published in the National Legislation Database on 24 October; it takes effect on the day of its official publication, Kun.uz reports.

Who the document applies to

According to the updated preamble of the regulation, the document governs the procedure for determining tariffs and the composition of costs for services provided by business entities for which utility services are not their core activity. It concerns four types of services: drinking water supply, wastewater disposal, hot water supply, and heating (heat supply).

How prices are set

Under paragraph 2 of the regulation, such organizations set prices for their utility services independently — in compliance with competition legislation and the requirements of the regulation. At the same time, state regulation of tariffs is carried out in accordance with Cabinet of Ministers Resolution No. 722 of 29 December 2023 and other regulatory acts.

Technical amendments and what remains unchanged

The order repeals paragraphs 5, 8 and 23 of the regulation. The reference in the annex concerning the calculation of resource consumption and technological losses in the production and transmission of thermal energy has also been updated — it now cites the regulation registered on 4 June 2026 under number 3846. Importantly, the document does not contain any new prices or tariffs, nor any increase in their size: the changes concern precisely the procedure for forming tariffs.
