Context

The operations headquarters' reports concern civilians and infrastructure in several regions at once — the Belgorod, Lipetsk and Bryansk regions. The facts cited indicate that the attacks affect not only border areas: in Yelets, residential buildings and a medical college building were damaged, and near Bryansk, a train was hit. The casualty figures come from the regional operations headquarters; the cited publications contain no independent confirmation of these numbers.
