EU Council approves new military support package

The Council of the European Union on Monday, October 26, adopted eight decisions mobilizing about €4.9 billion ($5.4 billion) in support of Ukraine through the European Peace Facility (EPF), Anadolu reports, citing a statement by the council. The bulk of the funds — €4.7 billion ($5.2 billion) — will go toward partially reimbursing member states for military assistance already delivered to Ukraine. Another €230 million is allocated to the EU military assistance mission EUMAM Ukraine.

The package's place in the overall funding structure

The new decisions are a major step toward fulfilling the member states' agreement to mobilize €6.6 billion under the facility; it also provides for €1 billion in new military assistance and continued support for the training mission in 2027. According to the council, after this decision the total support for Ukraine under the EPF has reached €10.8 billion, of which €9.9 billion is reimbursement for military assistance and €950 million for military training. Separately, the facility has directed €3.5 billion in extraordinary revenues from immobilized Russian assets toward Ukraine's needs for ammunition, air defense and drones; more than €1.5 billion of that amount has been spent on equipment procured directly from Ukraine's defense industry. In its statement, the council described the decisions as confirmation of its 'firm and unwavering support' for Ukraine's independence, sovereignty and territorial integrity within its internationally recognized borders. The EPF, established in March 2021, finances measures under the EU's common foreign and security policy, including military assistance to partner countries.
