The government explained the meaning of the state of emergency resolution
The Ukrainian Cabinet of Ministers published an explanation on its official website stating that the decree extending the state of emergency regime in the energy sector and other industries is 'simply an organizational measure.' The government emphasized that it concerns exclusively the redistribution of responsibility among ministers and the creation of a unified headquarters for restoring damaged infrastructure. 'This is an organizational decision: it determines who is responsible for restoration and how actions are coordinated. It does not introduce any new restrictions for people,' the Cabinet stated.
What resolution No. 1292 changes
The explanation was prompted by resolution No. 1292 of October 16, by which the government changed the procedure for eliminating the consequences of a state-level emergency. The document extends the work of the crisis headquarters to heating supply, water supply, wastewater disposal, transport infrastructure, communications networks, broadband internet and data centers. Now ministers in charge of the respective sectors are responsible for restoring facilities in these areas, and their actions are coordinated by a common headquarters. The government insists that the decision does not provide for additional restrictions for the population.
Amendments made to the January resolution
Earlier, the government of Ukraine had already extended the effect of measures to eliminate the consequences of the emergency in the energy sector to seven more sectors, including water supply, heating and the internet. The corresponding amendments were made to the January resolution No. 39, as follows from the Cabinet document of October 16.
