The key facts
- The Ministry of Transport proposed allowing mobile diagnostic stations to operate more than 100 km from the nearest stationary inspection station
- Mobile diagnostics are planned to be permitted at enterprises whose vehicles do not travel on public roads
- The current rules are in effect until March 1, 2027; the new order will be in effect from March 1, 2027 to March 1, 2033
The essence of the proposal
The Ministry of Transport proposed changing the procedure for conducting vehicle inspections at mobile diagnostic stations. The corresponding draft order has been published on the federal portal of regulatory legal acts. The ministry proposes to allow mobile lines to operate in locations situated more than 100 kilometers from the nearest stationary inspection station. Currently, 283 companies use such equipment, and its use is permitted in regions where stationary stations are insufficient.
Expanding the scope of application
In addition to remote territories, mobile diagnostics are proposed to be allowed at enterprises whose vehicles do not travel on public roads — for example, quarry dump trucks and other specialized machinery.
Equipment requirements and the fight against fictitious inspections
Operators are planned to be required to comply with temperature restrictions established by the manufacturers of diagnostic lines: if a device is not designed for severe frost, inspection at such temperatures will be prohibited. The explanatory materials also mention the need to eliminate the possibility of issuing diagnostic cards without actually completing the mandatory procedures. The requirement to coordinate the locations and work schedules of mobile stations with regional authorities will remain in place.
Validity period of the rules
The current rules for mobile stations are established by a government resolution and are in effect until March 1, 2027. The Ministry of Transport intends to consolidate the updated procedure in a separate order: if approved, it will be in effect from March 1, 2027 to March 1, 2033.
