Forecast for 2027
The minimum subsistence level of Russian pensioners in 2027 may reach 17,395 rubles. Igor Balynin, an associate professor at the Financial University under the Government of the Russian Federation, gave these calculations in a conversation with TASS. Compared to 2026, the indicator will increase by 1,107 rubles, or 6.8%. The expert recalled that in 2026 the pensioner minimum subsistence level already rose by the same 6.8% and stands at 16,288 rubles; a similar increase is also provided for next year.
Who benefits from the increase
The growth of the minimum subsistence level is especially significant for non-working pensioners with small incomes. By law, if the total amount of their material support does not reach the minimum established in the region, the state assigns a social supplement up to the required level.
Assessment of pension indexation
Earlier, the chairman of the Union of Pensioners of Russia, Valery Ryazansky, said that pension indexation in 2027 will allow elderly Russians to maintain their usual standard of living: the first indexation, in his words, will in fact compensate for price growth, and no noticeable increase in purchasing power should be expected. The additional April increase, in his assessment, will bring a small but real improvement in incomes beyond inflation compensation.
