Context with the American GBU-43/B

The statement came after US President Donald Trump said on Friday that the possible use of the GBU-43/B Massive Ordnance Air Blast bomb, known as the 'mother of all bombs,' against Iranian nuclear facilities could not be ruled out. According to the agency, the GBU-43/B weighs about 9,800 kg (21,600 pounds) and is one of the largest non-nuclear conventional bombs in the US arsenal. It was first used in April 2017, during Trump's first presidential term, against an ISIS tunnel complex (an organization banned in Russia) in Afghanistan.

Missile Arsenal and Doctrine Change

Mohebi also said that after the 12-day war between Iran and Israel in June 2025, Iran's missile arsenal increased 1.5 times, without giving specific figures. According to him, the quality of the missiles has significantly improved: range, destructive power, and target accuracy have all increased. He stated that Iran is shifting its defense doctrine toward establishing 'permanent and absolute deterrence': whereas the doctrine used to be purely defensive, now, in the event of an attack, Iran 'will not only respond but will also go on the offensive.' The military doctrine, he added, will increasingly rely on asymmetric warfare: 'We will strike the enemy in such a way that he feels the strength of our response.'

Military and Diplomatic Context

According to the agency, Israel and the US began the war against Iran on February 28, and Tehran responded by attacking Israel and American military facilities in Arab countries. Washington and Tehran signed a memorandum of understanding in June, after which negotiations began, but they later collapsed due to disagreements over freedom of navigation and security in the strategic Strait of Hormuz — a key route for energy and goods supplies.
