The key facts
- The factory in Dongguan quoted 20–60 yuan (250–750 rubles) per vape under the customer's own brand
- A factory representative called the new restrictions 'new opportunities'
- From March 2027, Russian regions will be able to ban retail vape sales; over the year, 11% of stores closed in million-plus cities
Terms of cooperation
Oleg Sidyakin, author of the SHOT PROVERKA project investigation, contacted a Chinese factory in Dongguan, posing as a wholesale buyer, and said he intended to order a batch of e-cigarettes under his own brand. The manufacturer quoted from 20 to 60 yuan (approximately 250–750 rubles) per device. The final price depends on the design, liquid composition and additional features.
Reaction to the bans
When the journalist raised the topic of restrictions on vape sales, a factory representative replied: 'The emergence of new restrictions is merely new opportunities for us.' According to him, the company is ready to organize wholesale deliveries not only to Russia, but also to Vietnam and the domestic Chinese market. At the same time, the interlocutor did not specify how the restrictions in force in those countries are to be observed, and the legality of the proposed deliveries has not been separately confirmed.
Context of regulation in Russia
According to Life.ru, over the past year 11% of e-cigarette stores closed in Russian cities with populations over a million; market participants attribute this in part to tighter regulation. From March 2027, Russian regions will gain the right to introduce bans on the retail sale of vapes and liquids for them.
