The key facts

  • Management organizations are required to report quarterly in Mening uyim by the 10th day of the month following the quarter (PP-48 of February 5, 2026)
  • Without a report, fee accruals are suspended; no additional accrual is made for the missed period
  • For three violations within a year, organizations are excluded from the registry — 45 were excluded in 2026

Suspension of accruals for failure to report

In Uzbekistan, management organizations face suspension of the accrual of mandatory fees for the maintenance of multi-apartment buildings if they fail to submit quarterly reports to the electronic Mening uyim system. Construction and Housing and Utilities Minister Sherzod Khidoyatov announced this on October 13 during the 'Government Hour' in the Legislative Chamber of the Oliy Majlis. According to him, management organizations must spend owners' fees within approved annual work plans and estimates, and must enter data on completed works, income, expenses and cash flows into the system quarterly. 'If a management organization does not submit quarterly information, the accrual of mandatory fees and payments is suspended, and no recalculation is made,' the minister said.

Procedure under the presidential decree

The mechanism is provided for by a presidential decree (PP-48) of February 5, 2026. According to the document, reports must be submitted no later than the 10th day of the month following the reporting quarter. If the information is not entered, the system suspends the accrual of payments for subsequent months until the report is submitted; no additional accrual is made for that period. Deputy Minister Ozoda Juraeva explained that under the decree, reports on received funds are filed separately for each multi-apartment building: 'If such a report is not submitted at the end of the quarter, the accrual of mandatory fees is suspended... This will mean that mandatory fees for the relevant period will not be paid.'

Ratings and exclusion from the registry

To assess the quality of management organizations' work, a rating system on a 100-point scale has been created, with a significant part of the evaluation depending on owners, who assign scores through the Mening uyim app. 'The effectiveness of this system, of course, depends on the participation of the owners themselves,' Juraeva noted. Under Cabinet of Ministers Resolution No. 47, organizations that violate the rules for managing multi-apartment buildings three times within a year are subject to exclusion from the registry. According to the deputy minister, 45 management organizations have already been excluded from the registry this year; however, she did not specify the grounds for exclusion or the regions where these organizations operated.

Changing the management organization and system capabilities

Juraeva recalled that apartment owners have the right to change the management organization themselves: the application submission procedure has been fully digitalized. She called on deputies to more actively inform the population about the capabilities of Mening uyim, noting that more than 7 million people live in the country's multi-apartment buildings. The system provides for separate accounting of receipts and expenses for each building, including funds from renting out common property. Owners can receive information about the management organization's activities, submit inquiries, track their consideration and evaluate completed works.

Plans to expand digital meetings

From July 1, 2026, in Tashkent, Mening uyim is set to enable holding owners' meetings, making decisions, concluding contracts, submitting reports by management organizations and handling residents' inquiries. From 2027, this procedure is planned to be extended to the remaining regions. The publication notes that the mechanism for suspending accruals for failure to report was already provided for in February 2026; at the parliamentary session, Construction Ministry representatives explained the procedure for its application and cited data on the exclusion of organizations from the registry.
