On October 17 at around 13:00, a conflict broke out near the Brasserie Park restaurant by TSUM in Tashkent between a 36-year-old representative of the establishment (according to the City Police Department, initials S.R., born in 1990) and a 17-year-old courier (born in 2009). According to media reports, the courier rode a scooter through the summer terrace with tables set up on the sidewalk and said he was following the route indicated by his navigator. A video recorded by the courier, showing the restaurant employee insulting him and threatening to hit him, spread on social media and sparked wide discussion. The courier said the situation could be explained and that he had already apologized.

Police and court measures

The Tashkent City Police Department reported that the establishment's representative S.R., 'deliberately disregarding the rules of conduct in society, behaved rudely' toward the minor and violated public order. An administrative protocol was drawn up against him under Article 183 of Uzbekistan's Administrative Liability Code (petty hooliganism), and the materials were sent to the Mirabad District Court for criminal cases. According to the capital's courts, on October 18 the court sentenced S.R. to 5 days of administrative arrest.

Dismantling of the terrace

The capital's khokimiyat announced on Sunday, October 19, that it had inspected the restaurant's summer area on the territory of the Moviy gumbazlar alley (Blue Domes park) in the Mirabad district. According to the administration, violations of the requirements for the use of the territory were identified, including ensuring free passage for pedestrians. The Improvement Department dismantled the terrace: published photos show that the tables have been removed and the metal structures and glass panels are being taken apart. The khokimiyat stated that 'the comfort and safety of pedestrians is one of the priorities in organizing the urban environment,' and that public spaces must remain accessible to residents. The administration called on people to 'show mutual respect, follow established rules, and resolve disputed issues correctly.'

The restaurant's position

The Brasserie Park administration stated that the passage next to the summer area was open for pedestrians, people with strollers, and persons with limited mobility, and that staff had asked people not to ride motorcycles and mopeds along the path. The restaurant said it was studying the circumstances of the conflict and surveillance camera footage and would not tolerate rude treatment or threats from its employees. Subsequently, according to media reports, the participant in the conflict apologized to the courier and expressed regret for what he had done.
