Central Bank requires banks to objectively investigate complaints about debits without cash dispensed at ATMs

The Central Bank has sent an open letter to banks and payment organizations about problems with cash withdrawals: in a number of cases money is debited from cards but not dispensed. The regulator has mandated that investigations take into account electronic journals, cash reconciliation, and video recordings, and that the consequences of non-compliance with the requirements not be shifted onto the consumer.
