Mandatory annual diagnostics

A presidential decree 'On measures for the scientifically grounded development of the psychological service in the continuous education system' has been adopted. According to the document, all teachers (educators) and students (pupils, students) of educational organizations will undergo targeted psychological diagnostics at least once per academic year.

Two implementation stages

The system is being implemented in two stages. From the 2026/2027 academic year it will cover preschool and general secondary education organizations, and from the 2027/2028 academic year — secondary specialized, vocational and higher education organizations.

How the diagnostics will be organized

The diagnostics will be conducted by the Research Institute of Psychology through a special electronic platform. Confidentiality of personal data and examination results must be ensured. The results will be analyzed using artificial intelligence technologies, after which teachers and students will be divided into three groups: 'psychologically resilient', 'in need of psychological support' and 'in need of active psychological support'. Persons in the second group will be assigned a psychologist from the educational organization, while the third group will be worked with by psychologist-mentors of the respective territory.

Incentives for psychologists

Psychologists engaged by instructors for cascade professional development courses will be paid a supplement of 20% of their salary at their main place of work for the duration of the course. 150 psychologist-mentors who achieve high results in ensuring psychological resilience during the academic year will receive a one-time reward equal to 20 times the minimum wage. Employees of the psychological service of educational organizations are required to improve their qualifications at least once every five years.

New institute of psychology

On the basis of the Educational and Scientific Center of Psychology of the Uzbekistan National Pedagogical University named after Nizami Ganjavi, a Research Institute of Psychology is being established, which will come under the jurisdiction of the Ministry of Education and Science. From January 1, 2027, three laboratories will begin operating at the institute: digital psychology and artificial intelligence, psychology of education and psychological service, as well as psychological health and prevention.
