Scale of the Problem and Upgrade Plans

In Uzbekistan, 4,973 elevators have expired service life. Minister of Construction and Housing and Communal Services Sherzod Khidoyatov announced this on October 13 while answering questions from deputies of the Legislative Chamber of the Oliy Majlis. According to him, one of the causes of elevator breakdowns was untimely technical and preventive maintenance. In 2026–2030, another 4,953 elevators are planned to be repaired and upgraded.

What Has Already Been Done

In 2021–2026, 3,274 elevators were upgraded in the country with budget funds, and 71 more were repaired. Funds for the next stage of work have already been allocated. The corresponding task is enshrined in a presidential decree of February 16.

The 'Safe Elevator' Platform

To monitor the condition of elevators, the electronic 'Safe Elevator' platform has been launched. It began operating on May 1, 2025, and contains data on equipment as well as requirements for its safety and operation. Khidoyatov emphasized that without fulfilling all the platform's requirements, an elevator will not be accepted into operation — this also applies to the building in which it is installed. 'Until the Safe Elevator system approves a facility, neither the elevator itself nor the constructed building is accepted into operation at all,' the minister said.

How Oversight Works

The platform provides for integration with the Control Inspection and specialists of industrial and mining-technical supervision. When certifying elevators, the Uzstandard agency uploads certificates into the system, and the management service company must conclude a contract with the maintenance organization and enter it into the database. According to the minister, mobile communication and video surveillance connected to a situational center must be available in elevator cabins. After these requirements are met, the platform accepts the facility. Khidoyatov noted that to ensure safety, it is necessary not only to monitor the condition of elevators but also to regularly carry out their technical maintenance.
