Head of Buryatia backs a ban
Retail sales of vapes may be completely banned in Buryatia. According to Life.ru, the head of the republic, Alexei Tsydenov, voiced support for such an initiative during a live broadcast. The proposal came from parents concerned about the spread of e-cigarettes among teenagers; a journalist read out their appeal. “On the whole, I support it — there is nothing good about this. We will take the proposal into consideration and work on it together with the deputies. I hope we will adopt such a decision,” Tsydenov said. He promised to discuss the possibility of a ban with the deputies of the People's Khural.
Legal basis and the nationwide picture
Regions received the right to introduce such restrictions on their own thanks to a federal law adopted in June 2026. The experiment will run from March 1, 2027 to March 1, 2032. According to figures Life.ru cited with reference to State Duma Speaker Vyacheslav Volodin, 17 Russian regions have already adopted decisions to ban vape sales, and similar documents are being drafted in another 39 regions. Thus, if the decision is adopted, Buryatia will join existing regional practice rather than become the first such case.
Similar initiatives in other regions
Similar discussions are under way in other regions as well. Life.ru previously reported on an initiative to completely ban vape sales in Moscow and the Moscow region: the Moscow Regional Duma noted that e-cigarettes are often disguised as ordinary items, making it harder for parents to notice their children using them. A separate bill imposing a five-year ban on vape trade has also been submitted to the parliament of St. Petersburg — it has not yet been adopted. The publication does not say when the issue will be considered in Buryatia or give details of the future republican decision.
