Pensions will switch to a no-application procedure

From January 1, 2027, old-age insurance pensions, including early ones, will be assigned automatically — no data from the recipient will be required. Until the end of December 2026, the previous procedure remains in effect: after reaching retirement age, a person receives a notification on Gosuslugi about the possibility of having a pension assigned, and a decision is made only after their electronic consent. Early pensions still require applying to a Social Fund office with an application, reports Life.ru.

Care for the elderly and disabled: application — before care begins

In the same period, the rules for registering care for people over 80, first-group disabled persons, and disabled children will change. The main innovation: from January 1, 2027, an application to include the care period in the work record must be submitted to the Social Fund before the care begins, not after, as before. It can be submitted via Gosuslugi, at an MFC, or at an SFR office. One year of care counts as one year of insurance record and 1.8 pension coefficient points.

December recalculation and early January payments

Pensioners who turn 80 in November 2026 will have their fixed payment doubled in December — from 9,584.69 to 19,169.38 rubles — and will also begin receiving the care supplement; the total increase will be about 10,998.55 rubles. Lawyer Elena Kuznetsova clarified that a similar increase is due to first-group disability recipients, but the doubling applies on only one basis — age or disability: if the age-based increase has already been received, there will be no second increase upon a first-time disability determination. In addition, due to the 2027 New Year holidays, which will last 11 days, the payment schedule in December will shift: those who normally receive their pension between the 1st and the 10th of the month will receive their January payments early, in December.

Rural work record: still application-only for now

Until December 31, 2026, the no-application procedure for recalculating the fixed payment for a rural work record of at least 30 years is suspended. As Elena Kuznetsova warned, during this period the Social Fund will not make the recalculation 'by default': to receive the 25% increase in the fixed payment, one must submit an application with documents confirming the rural work record. After December 31, the no-application procedure is supposed to return, unless it is extended.
