On October 15, part of Kyiv and Kyiv region had already been left without electricity due to damage to critical infrastructure. Earlier, at the beginning of the month, Mayor Vitali Klitschko announced that the capital was switching to a 'survival' mode: according to him, city authorities began installing backup heating systems and building up stockpiles of fuel, food and drinking water in case of prolonged disruptions to utility infrastructure.
