New power for the minister
Minister of Education and Science Erkinjon Turdimov has been granted the right, until February 1, 2027, to hire staff for the ministry's central apparatus based on direct interviews. This is set out in the Presidential decree 'On measures to organize the activities of the Ministry of Education and Science,' signed on October 19. According to the document, the ministry is the authorized republican executive body in the field of education, science, and scientific activity.
Feedback and public participation
Two areas will be organized in the ministry's activities on an outsourced basis. First, a 'Call center' will be set up to receive appeals, complaints, suggestions, and objections from the population, promptly review them, and forward them to the relevant organizations. Second, a feedback system is being introduced for regular communication with the population and with education and science system employees, as well as for promptly obtaining and analyzing information on the quality and accessibility of educational services and existing problems. A Public Council on Education is being established under the minister, composed of representatives of pupils, students, parents, teachers, and employers.
Structure of the collegium
The ministry's collegium will consist of 15 members, formed from among the minister, his deputies, directors of agencies under the ministry, rectors of leading higher education institutions, scientists, and teachers.
Organizational measures
The decree defines a number of measures aimed at developing human capital and improving the education system: a special working group is being created under the Presidential Administration to develop a strategy for human capital development and continuing education; the Human Capital Development Fund and the Center for Strategic Research and Assessment in the field of education and science are being established under the ministry; and the Agency for Assessment of Knowledge and Skills is being organized under the ministry. At the same time, the activities of the Center for Education Development under the Ministry of Preschool and School Education will be terminated.

It was previously reported that a list of republican and local executive authorities and other organizations has been assigned to the First Deputy Prime Minister for education, science, and healthcare — Minister of Education and Science Erkinjon Turdimov.
