The key facts

Draft resolution put up for discussion
The Agency for Industrial Cooperation and Public Procurement has prepared a draft resolution simplifying the issuance of certificates of origin for goods. The document has been published on the portal for discussion of regulatory legal acts (SOVAZ); the discussion will last until November 3.
Simplification of the procedure for exporters
Under the proposed amendments, exporting companies that hold a certificate of production of goods on the territory of Uzbekistan will be able to indicate its number when submitting an application for a certificate of origin — in this case the procedure will take one working day. For such companies, no verification of the objective conditions of production of export products will be required.
Strengthened requirements during expertise
When issuing an expertise report for the entire volume of export goods under a contract, the requirements are strengthened: in addition to the compliance of production capacities, volumes of raw materials and components with the declared figures, the manufacturer will also have to ensure the invariability of the type and model of the goods.
Electronic form and several batches
All certificates of origin of goods will by default be issued in electronic form as well. At their discretion, applicants will be able to obtain one or several certificates when supplying goods under one contract in several batches.
Reduction of payments
The resolution also provides for a reduction in payments for certification procedures. The basic fee for issuing a certificate of origin of goods will decrease by almost a third — from 35% of the BSV (154,000 soums) to 24% of the BSV (105,600 soums). The fee for issuance based on an expertise report or an exporter's declaration, reissuance of a previously issued certificate, and certification for re-export will decrease from 65% of the BSV (286,000 soums) to 30% of the BSV (132,000 soums), and an additional sheet upon reissuance — from 30% of the BSV (88,000 soums is indicated as the new rate of 20% of the BSV) to 20% of the BSV (88,000 soums). Expertise and issuance of a CT-UZ certificate for one batch will become cheaper from 1 BSV (440,000 soums) to 70% of the BSV (308,000 soums), and for the entire volume under a contract — from 3 BSV (1.32 million soums) to 2.1 BSV (924,000 soums).
