Creation of the Investors' Council

President of Uzbekistan Shavkat Mirziyoyev, during an open dialogue with investors in the fuel and energy sector, announced the creation of an Investors' Council in the industry. It will be headed by the head of the Presidential Administration, Saida Mirziyoyeva.

Reason for Creation

The President noted that energy projects require large investments and complex infrastructure, and delays in allocating land plots, connecting to networks, or obtaining technical specifications can stall an entire project. The companies ACWA, Vision Invest, DataVolt, Voltalia and EDF proposed resolving such issues through a permanent dialogue, and taking this into account, the decision was made to create the council. The Council will promptly resolve investors' problems at all stages — from land allocation to commissioning of facilities.

Mirziyoyev's Statement

According to the President, the council was created to 'shorten the distance between the investor and the president.' He acknowledged the existence of 'big problems, bureaucracy and corruption' and named the council's main task as 'listening to investors.' Mirziyoyev emphasized that the council's work will be under his constant supervision.

Personnel Training

The meeting also discussed training personnel for the industry. Saudi ACWA is equipping vocational colleges in Karakalpakstan, Bukhara and Syrdarya regions, where hundreds of young people will annually study new fields of energy. Investors are ready to be given regional vocational colleges to manage. From the next academic year, admission quotas for energy-related specialties at universities will be increased, and every year 50 young people will receive state grants to study at leading world universities.

Liquefied Gas

The President also reported that by 2027, the liquefied gas supply sector across the entire republic is planned to be transferred to the private sector. Currently, 3.8 million households use liquefied gas. A pilot project involving entrepreneurs has been launched in Andijan region.
