Legislative changes by early 2027

Turkey intends to complete legislative changes aimed at strengthening the fight against capital market crimes by early 2027. This was announced by the country's Treasury and Finance Minister Mehmet Simsek on Friday in a statement published on the Turkish social platform NSosyal. According to him, the planned measures will also affect coordinated fund operations and are designed to increase market transparency and strengthen investor confidence.

Measures already adopted

Simsek noted that the relevant institutions are implementing significant regulatory changes taking into account assessments by international index providers. Regulation introduced by the Capital Markets Board has strengthened the flow of information and made ultimate share ownership more transparent. The fund guideline, published at the end of August, made it possible to disclose hedge fund portfolios weekly, and also introduces an obligation to publish announcements when funds traded on the Turkish platform TEFAS exceed established share ownership thresholds. In addition, concentration limits have been introduced for funds, and borrowing operations must be conducted on organized markets on a secured basis.

Minister's statements

Simsek said that the authorities will closely monitor the results and, if necessary, promptly take additional steps in consultation with stakeholders. 'Our priority is to complete the liquidation of troubled funds and protect investors' rights,' he was quoted as saying by Anadolu. He added that sanctions will be resolutely applied to those who violate the fair and competitive functioning of markets. 'Our goal is to create a transparent, reliable and efficient capital market where investors' rights are protected,' the minister said.
