Creation of the Investors' Council
On October 16, at an open dialogue with investors of the fuel and energy sector, President of Uzbekistan Shavkat Mirziyoyev announced a decision to create an Investors' Council in the industry. The new body will be headed by the Head of the Presidential Administration Saida Mirziyoyeva.
Reasons and companies' proposals
According to the president, the implementation of energy projects requires large capital investments and complex infrastructure, and even a single delay in land allocation, grid connection or obtaining technical conditions can affect the entire project. The companies ACWA, Vision Invest, DataVolt, Voltalia and EDF proposed resolving emerging issues through constant dialogue with government bodies. Taking these proposals into account, the decision was made to create the council.
The president's statement
“Why am I doing this? To shorten the distance between investors and the president. If I say that we have very many problems, shortcomings, bureaucracy and corruption, that would also be true. To prevent all of this, I was forced to make such a decision. The main task of the council is to hear you,” said the head of state. He added that the council will be headed by the Head of the Presidential Administration, while he himself will exercise constant oversight.
Tasks of the council
The Council will promptly resolve the issues investors face at all stages of project implementation — from land allocation to commissioning of energy facilities. The council's specific powers, its composition and working procedures have not yet been clarified.
Call for partnership
Speaking before representatives of energy companies, Mirziyoyev emphasized that the authorities view energy not simply as a sector of the economy, but as the foundation of the country's future development and well-being. “We need not just investments, but mutual trust and genuine partnership,” he stated. According to him, every new project must bring real changes to the regions, improve people's lives and create jobs. The president formulated the main principle of cooperation as follows: the greater the contribution investments make to the country's development, the more opportunities for investors' success Uzbekistan's development opens up.
