Ministry of Economy and Finance reported a decrease in energy consumption by the population
After the increase in electricity and natural gas tariffs, residents of Uzbekistan began consuming fewer energy resources. This was announced on October 14 at a press conference by Deputy Minister of Economy and Finance Khurshed Mustafayev, who oversees the oil and gas sector, reports Spot.uz. According to him, the average monthly electricity consumption per subscriber decreased from 212 kWh in 2023 to 184 kWh in 2025 — by 13%. Gas consumption over the same period fell from 431 to 342 cubic meters per month, or by 21%.
Authorities' assessment and context of tariff changes
“This shows that as a result of timely tariff reforms, the population is gradually beginning to realize this, moving towards saving and energy efficiency, and a culture of energy resource consumption is forming among people. We believe this is a very positive trend,” Mustafayev noted. On June 1, electricity and natural gas tariffs in Uzbekistan were raised again. For household consumers, differentiated tariffs depending on consumption volume have been preserved, and for electricity a new tier has been introduced — from 201 to 500 kWh per month. Since the beginning of 2026, a mechanism of annual indexation of electricity and gas tariffs for the population has been in effect, usually taking into account annual inflation, but by no more than 10%. Earlier, Spot reported that the cost of heating in Uzbekistan is planned to be reduced by 30−40% by 2030.
