Sale of the dormitory and terms of the deal
The operating student dormitory of the Tashkent State Pedagogical University on Mukimi Street has been put up for sale, but the new owner will receive the building only after dormitories are built in New Tashkent and the students are relocated there. This was reported by the head of the State Assets Management Agency (Davaaktiv), Sokhibjon Murodov. At a press conference on October 8, journalists asked him why functioning social facilities, including student dormitories, were included in the privatization program.
Reason: scattered buildings
Murodov confirmed the sale of the dormitory and pointed out that the university's academic buildings are scattered across roughly seven to nine different districts of the capital, causing students to spend a lot of time commuting. “A student who leaves the dormitory in the morning spends an hour to an hour and a half getting to the branch in Kuylyuk. Given the current traffic jams, his main thought is not to be late for class, not the studies themselves,” he said. According to him, students' commutes also increase the load on public transport at the start of the academic year.
Plans for New Tashkent
To solve the problem, the university is to be located on a single site in New Tashkent. “Based on international experience, 50 hectares of land have been allocated there. The academic building is almost complete, and construction of dormitories has begun,” Murodov noted. He emphasized that privatization of operating buildings will not lead to a reduction in dormitory places: the sale terms provide for preserving the facility's purpose. Until the move, the dormitory will continue to house students. The agency head did not name the exact deadlines for completing construction and relocation, nor the starting price of the property being sold.
Auction for the Nizami dormitories
According to Gazeta.uz, the complex of dormitories No. 5, 7, 8 and 9 of the Nizami National Pedagogical University at 96 Mukimi Street has been put up for auction with a starting price of 272.3 billion soums. The plot area is one hectare, the total building area is about 16 thousand square meters. Under the sale terms, the facility must be vacated by December 31, 2027, but its transfer to the buyer depends on the readiness of the university's new campus. The new campus in New Tashkent is being built on 40 hectares and is designed for 20 thousand students to study and 5 thousand to live. Earlier, three more university buildings in Tashkent were put up for sale; the combined starting price of the four properties, including the dormitories, is about 1.63 trillion soums.
Dormitory place shortage
According to the Ministry of Higher Education, Science and Innovations, by early 2026 dormitories in state universities covered 58% of students in need (28% in 2017). In September the ministry reported 167 thousand places in 408 dormitories of state universities, and in August about the commissioning of more than 8.3 thousand new places in 17 universities. Priority in accommodation is given to students in need of social protection; those who did not get a place are offered help in finding rental housing and compensation for part of the expenses — up to one BRM in Tashkent and up to half a BRM in other regions. According to the Tashkent City Council, the Nizami University has seven dormitories with 3,200 places: five on Mukimi Street with 1,600 places, one with 400 places in Aktepe, and one with 1,200 places based on a public-private partnership. As of September 2025, about 270 thousand students in Uzbekistan needed housing with 155.8 thousand places available, and the shortfall was estimated at 114.2 thousand. To reduce it, dormitory construction is being expanded, including through PPPs: as of July 2026, projects for 38.5 thousand places are underway, with active construction work ongoing for 30.7 thousand places.
