Address at the seventh CICA summit
President of Uzbekistan Shavkat Mirziyoyev took part in the seventh summit of the Conference on Interaction and Confidence-Building Measures in Asia (CICA), held in Baku. The summit was attended by leaders of a number of countries, representatives of governments and foreign affairs ministries, as well as delegations of international organizations. In his speech, Mirziyoyev noted that profound geopolitical changes require states to cooperate more closely and make joint decisions. According to him, armed conflicts in various parts of Asia affect not only the immediate participants, but also the security of other regions, the global economy and the lives of millions of people. He called for preventing escalation and resolving differences exclusively by peaceful means, through political and diplomatic tools, on the basis of international law and taking into account the interests of all parties.
Concept of trust infrastructure
Noting CICA's important role in shaping a stable system of relations in Asia, the president proposed developing a Concept for building a trust infrastructure in Asia. The document should define priority areas and concrete measures to expand connectivity and cooperation between states. Mirziyoyev emphasized that joint projects in transport and energy, the development of trade and digital links, as well as cultural and humanitarian exchanges are important factors in strengthening trust.
Artificial intelligence initiative
According to the president, artificial intelligence is rapidly changing everyday life, creating great opportunities while at the same time generating serious risks. He noted that all states should benefit equally from digital progress, and the gap in technological development must be narrowed. In this regard, Tashkent put forward the Asian Initiative on Technological Trust and Responsible Use of AI. To implement it, it was proposed to create an expert platform under CICA, where specialists could develop common recommendations and coordinate practical measures.
Climate resilience and the human dimension
To unite the efforts of CICA member states in adapting to climate change, it was proposed to establish cooperation in the field of climate resilience. According to Spot.uz, the new mechanism will allow joint implementation of water-saving solutions, development of green energy and environmental monitoring; the English version of Daryo.uz clarifies that the partnership concerns the efforts of states that are parties to the UN Framework Convention on Climate Change. Uzbekistan, which is CICA's coordinator on the human dimension, expressed its readiness to host a forum on human capital development in 2027. According to Spot.uz, the forum program will include discussions on opportunities for youth and women, access to quality education, and the protection of human rights in the context of digital transformation. It was also proposed to develop a CICA Plan of Action up to 2028.
Invitation to Tashkent and support for Azerbaijan
In connection with Uzbekistan's upcoming chairmanship of the Non-Aligned Movement, Mirziyoyev invited summit participants to the twentieth summit of the organization, which will be held in Tashkent in 2027. The president also supported the work on strengthening CICA's organizational foundations and improving its charter, declared support for the candidacy nominated by Azerbaijan for the post of Secretary General of the Conference, and welcomed the Azerbaijani side's intention to continue chairing the organization until 2028.
