The Committee for the Development of Competition and Protection of Consumer Rights of Uzbekistan reported identified violations in the formation and application of prices for paid medical services in the Republic of Karakalpakstan, as well as in Samarkand and Syrdarya regions. According to the committee, a total of more than 1 billion soums was unreasonably or excessively collected from consumers.

Karakalpakstan

In the Republic of Karakalpakstan, prices for paid services of seven medical institutions for 2023–2026 were analyzed. It was established that in a number of institutions, despite the availability of tax benefits, the profit tax was included in the cost of services, and prices for some services exceeded the established tariffs. As a result, 331.7 million soums of unjustified income was received from consumers. Cases were initiated against six institutions, orders were issued for the return of funds to consumers, and a letter was sent to another institution about revising the price calculation. Thanks to the measures taken, tariffs for some paid medical services were reduced by an average of 16.22%.

Samarkand region

In Samarkand region, prices for the services of the Samarkand branch of the Republican Specialized Scientific and Practical Medical Center of Oncology and Radiology were checked. Violations of Article 21 of the law "On Protection of Consumer Rights" and provisions approved by Cabinet of Ministers resolutions No. 239 and No. 722 were identified. According to the committee, 302.2 million soums were excessively charged to consumers. The branch was issued an order to eliminate the violations and prevent similar cases in the future.

Syrdarya region

In Syrdarya region, violations were identified in two medical institutions. The branch of the oncology and radiology center in 2025 received more than 76 million soums of unjustified income from approximately 4,790 consumers. In the regional branch of the Republican Specialized Scientific and Practical Medical Center of Dermatovenerology and Cosmetology, when forming prices for paid services, the coefficient of redistribution of indirect costs was applied at 47.4% instead of the established 38.2% — 9.2 percentage points higher. As a result, for 2024–2025, about 300 million soums of excess funds were collected from consumers. Cases were initiated against both branches, and binding orders were issued for the return of funds to consumers.

Earlier and further steps

It was previously reported that in medical institutions of Namangan, Samarkand and Navoi regions, about 125 million soums was collected from citizens by inflating prices for paid services; three institutions were issued orders for the return of funds. The Committee stated that it will continue its work on protecting the rights and interests of consumers and preventing unjustified price increases for paid medical services.
