Violations in three regions

Territorial administrations of the Competition Committee studied the pricing of paid services provided to the population in medical institutions. As reported by Zamon.uz citing committee data, in some institutions in three regions — Karakalpakstan, Samarkand and Syrdarya regions — legislative requirements were violated, and excessive amounts were collected from consumers.

Karakalpakstan: 331.7 million soums

Prices for paid services for 2023–2026 were analyzed in seven medical institutions of Karakalpakstan. It was established that in some institutions, despite tax benefits, profit tax was included in the cost of services, and tariffs were raised above the established norm. As a result, unjustified income totaling 331.7 million soums was received from consumers. Based on these facts, cases were opened against six medical institutions and instructions were issued to return funds to consumers. According to the committee, as a result of the measures taken, tariffs for some paid medical services were reduced by an average of 16.22 percent.

Samarkand region

At the branch of the Republican Specialized Scientific and Practical Medical Center of Oncology and Radiology, a violation of legislative requirements in pricing services was identified. Consumers were overcharged by 302.2 million soums. The branch was instructed to eliminate the violations and prevent similar cases in the future.

Syrdarya region

Violations of legislation were recorded in two medical institutions of Syrdarya region. At the regional branch of the oncology and radiology center, in 2025, unjustified income of more than 76 million soums was received from almost 4,790 consumers. In addition, at the Syrdarya regional branch of the Republican Specialized Scientific and Practical Medical Center of Dermatovenerology and Cosmetology, when calculating the price of paid services, a coefficient for the redistribution of indirect costs was applied at 47.4 percent instead of the established 38.2 percent. As a result, in 2024–2025, about 300 million soums of excessive funds were collected from consumers.

Further measures

Cases were opened against the branches, and binding instructions were issued to return excessively collected funds to consumers. The Competition Committee reported that work on protecting the rights and interests of consumers, as well as on preventing unjustified price increases for services, will continue.
