The essence of the initiative
In Russia, it is proposed to organize education for children of foreign citizens and stateless persons in grades 10–11 of schools on a paid basis. The relevant bill was prepared by deputies of the Liberal Democratic Party (LDPR), TASS reported. The initiative involves amending Article 78 of the law 'On Education in the Russian Federation': under it, foreigners and stateless persons will be able to receive free general secondary education in Russia only in cases provided for by international treaties or federal laws.
What is not restricted
The bill does not introduce restrictions on foreign citizens obtaining secondary specialized vocational education. Students who have completed the ninth grade will retain the opportunity to enter vocational education institutions under a simplified procedure within the framework established by legislation.
Arguments of the authors
LDPR leader Leonid Slutsky emphasized that free school education for migrant children becomes an additional burden on regional and local budgets. In his opinion, funds received from paid education should be directed toward supporting Russian schoolchildren.
Status of the initiative
For now, the initiative remains a bill. For the proposal to become law, it must be reviewed and adopted in accordance with the established procedure.
