Resolution on supporting the greenhouse industry
President Shavkat Mirziyoyev signed a resolution on October 13 on the development of greenhouse farms based on advanced “green” technologies and the efficient use of household plots (PP-371). This was reported by the Ministry of Justice and the Ministry of Justice's legal information channel. The document enshrines initiatives announced at a presentation on the introduction of environmentally safe technologies in greenhouses and includes additional support measures for greenhouse farms organized in household plots of the population.
Tax incentives
For agricultural commodity producers, the VAT rate is set at zero; a zero profit tax rate also applies to profits from the sale of own products by agricultural producers and fish farming enterprises. For farms where income from greenhouses is at least 60% of total income, the social tax rate is set at 1% from January 1, 2026 to January 1, 2029. From January 1, 2027 to January 1, 2030, the land tax and corporate property tax rates for such entities are reduced by 50%. The Russian-language version of Spot.uz also reports on the exemption of such entrepreneurs from turnover tax; the new measures complement existing incentives, including exemption from VAT and profit tax.
Electricity subsidy
From November 1, 2026 to April 1, 2030, greenhouses using special heat-saving coverings or energy-efficient “green” heating systems will be subsidized 50% of the cost of electricity consumed in October–March. The incentive covers heat pumps, geothermal and solar heating systems, as well as highly efficient electric heating equipment.
Compensation for equipment in Tashkent region
Until January 1, 2030, greenhouses in five districts of Tashkent region — Tashkent, Zangiata, Kibray, Yangiyul and Yukorichirchik — will be able to receive compensation of 40% of the costs of purchasing and installing solar panels, heat pumps, infrared heaters and other energy-saving equipment, but no more than 100 million soums as a one-time subsidy. According to the Russian-language version of Spot.uz, payments are provided through the National Agency for Energy Efficiency when purchasing equipment through a special platform; solar panels are subsidized on condition of joint installation with heat pumps and/or infrared heaters.
Subsidies for families and preferential loans
The Ministry of Employment and Poverty Reduction will allocate up to 200 million soums to families in 50 mahallas of the indicated five districts specializing in greenhouse farming, for creating greenhouses of 4 sotka or more on household plots. According to the Russian-language version of Spot.uz, families included in the Social Register can receive the funds upon recommendation of the “mahalla seven”; the greenhouses will be equipped with heat-saving coverings and energy-efficient “green” heating and used as demonstration training and experimental sites. By December 1, they are instructed to ensure thermal insulation of walls and roofs, installation of solar collectors, energy-saving windows and doors in the selected households. The Central Bank, as part of the development of family entrepreneurship, will allocate preferential loans to individuals with land plots: up to 300 million soums for creating a new “green” greenhouse and up to 150 million soums for converting an existing one. The Ministry of Justice and the National Agency for Social Protection are responsible for organizing greenhouses and allocating subsidies under social registers.
