Strike on a university in Rivne
At least 25 people were injured on Tuesday, October 13, 2026, as a result of a Russian strike on an educational institution in Rivne in western Ukraine, local authorities said. According to the police, two of the injured are in serious condition on the operating table, and three more are receiving medical care. Ukraine's Minister of Education and Science Andriy Butin said the strike hit a study building of Rivne State University for the Humanities: the premises of the Faculty of Musical Arts were almost completely burned out. According to the university, all students were in shelters; there are casualties among administrative staff. According to the minister, the damaged building is unfit for classes and requires reconstruction, and neighboring buildings were also damaged — in particular, windows were blown out. The full extent of the damage is being clarified, and the university is considering a complete switch to remote learning by the end of the week.
Ballistic missiles on Kyiv and the absence of warning
President Volodymyr Zelensky said that five ballistic missiles hit civilian infrastructure facilities in Kyiv, and that Ukraine did not receive advance warning of the attack from partners. He called the shelling of the capital 'especially insidious' and stressed that intelligence from partners about such strikes 'helps save lives and is one of the most critically important issues.' 'This is precisely what helps prevent loss of life when advance notice is given about the threat of ballistic missiles,' he wrote, without assigning responsibility for the absence of a warning to anyone in particular.
Kharkiv, Kyiv region, Lviv region
According to Zelensky, in addition to the four killed in the strike on an apartment building in Kharkiv, 41 people were injured in the city in just one evening. The rescue operation at the destroyed building continued all night. A woman was injured in a strike on a private house in the Darnytskyi district of Kyiv, the city military administration reported. Mayor of Lviv Andriy Sadovyi said that on Tuesday morning a Russian drone hit a residential building in the village of Murovane near Lviv. Head of the Kyiv Regional Military Administration Tymur Tkachenko reported one killed and at least two injured as a result of a strike on the Fastiv district.
Context
According to Zelensky, since Monday evening Russia attacked Ukraine with more than a hundred munitions. The front line has not changed significantly since last year, but it is becoming increasingly difficult for Ukraine to repel intensified air strikes on cities using high-speed ballistic missiles and high-altitude jet drones. Russia is increasingly targeting civilian infrastructure, including energy facilities, to deprive Ukrainians of electricity, heat and water amid four and a half years of war, hoping to undermine public support. Tuesday's strikes came ahead of the European Council summit in Brussels, scheduled for Friday, October 16, which Zelensky is expected to attend.
