Amendments registered by the Ministry of Justice
According to the Ministry of Justice of Uzbekistan, amendments and additions have been made to the instruction on the procedure for opening, maintaining and closing bank accounts. The departmental document was registered in the state register on 20 October 2026 under number 3420-3.
Special account for entrepreneurs in bankruptcy proceedings
Under the new procedure, if rehabilitation, external administration or liquidation proceedings are initiated against an entrepreneur, a special account is opened at the bank to manage their funds. At the same time, debit operations on the entrepreneur's main and auxiliary accounts are terminated. Funds held in those accounts, as well as money received later, are transferred to the special account.
Blocked payment documents will be returned without execution
Payment documents placed in the card file of main and auxiliary accounts — including collection orders and decisions on the seizure of funds — will be returned without execution to the organizations and bodies that issued them. Funds in the special account may be disposed of only on the basis of a payment order from the client or the judge-administrator. The Ministry of Justice noted that these measures are aimed at restoring the activities of entrepreneurs who find themselves in a difficult financial situation.
Conveniences for citizens
The amendments also provide a number of conveniences for citizens. They can now obtain information about all their bank accounts at any bank — previously such information was issued only by the bank where the main account was opened. In addition, when opening a bank account, a biometric passport for travel abroad can now be used as an identity document.
