The key facts
- Signs with a business's name and specialization at the entrance to a building are no longer classified as outdoor advertising — an advertising place passport is not needed.
- Advertising on legal entities' own vehicles is placed under a simplified procedure via a notification on the Unified Portal of Interactive Public Services (UPIPS); the service is free.
- Dismantling of advertising structures: notification 2 days in advance, work on weekdays from 09:00 to 18:00, an act drawn up with the owner present.
What has changed
A resolution of the Cabinet of Ministers of Uzbekistan dated October 13 established that information about the name and type of activity (specialization) of an entrepreneur, placed at the entrance on the outer side of a building or structure — including the corporate name, trademark or service mark — is not considered an outdoor advertising object. The change was reported by the Committee for the Development of Competition and Protection of Consumer Rights. Thus, such signs no longer require an advertising place passport.
Advertising on transport
On legal entities' own motor vehicles, advertising information about a trademark, type of activity, products manufactured or services can now be placed under a simplified procedure. According to Gazeta.uz, raids were previously periodically conducted in Tashkent, during which cars with advertising were stopped and stickers removed if there was no advertising place passport. To obtain a passport in this case, legal entities send an electronic notification through the Unified Portal of Interactive Public Services (UPIPS); the passport is generated automatically, and the service is free. If inaccurate information or someone else's trademarks are specified, the passport is automatically annulled. The passport can also be annulled independently online — the data is automatically transmitted to the tax authorities.
Design code and dismantling
Under the resolution, decisions on the design code are made only after public discussion, including on the portal regulation.gov.uz, and come into force 3 months after publication. When implementing the design code, the possibility of using registered trademarks must be preserved. The design code of Tashkent is being discussed with entrepreneurs and the media until December 10. A procedure has been established for dismantling advertising structures: the day and time of work are announced on the website 2 days in advance, the owner is sent a written notification; dismantling is carried out only on weekdays from 09:00 to 18:00; in the owner's presence, an act is drawn up with the date, time, reason, photographs and storage address of the structure; decisions and notifications are sent to the entrepreneur in writing to the legal address.
Short-term advertising and background
Deadlines have been set for short-term advertising: on construction sites, advertising may be placed until construction is completed; in connection with holidays and events — up to 30 days. According to Gazeta.uz, in the autumn of 2025 the dismantling of business signs began in Tashkent: district khokimiyats cited the absence of an advertising place passport (although signs up to 1 sq. m are not an outdoor advertising object) and the need to bring facades into compliance with the design code. In May, amid entrepreneurs' complaints about the dismantling of signs and related losses, at a meeting with President Shavkat Mirziyoyev it was proposed to exclude signs with the company's name and type of activity from the category of advertising and to abolish mandatory passports.
