Resignations of three hokims
In Tashkent, the hokims of three districts have been dismissed from their posts due to their transfer to other jobs. The press service of the capital's hokimiyat reported this to Gazeta. The personnel changes affected the Chilanzar district (Saidkakhkhor Kholkhuzhaev), the Yashnabad district (Bakhtiyor Rahmankulov) and the Yangihayot district (Hayot Inogamov). At the time of publication, there was no information about the appointment of new district heads.
Saidkakhkhor Kholkhuzhaev
Kholkhuzhaev had headed the Chilanzar district since August 2022 — more than four years, initially being appointed acting hokim. Previously, he held the post of First Deputy Minister of Economic Development and Poverty Reduction, and before that he worked as Deputy Chairman of the Central Bank. According to Gazeta and Kun.uz, he is expected to take the position of Deputy Minister of Investments, Industry and Trade.
Bakhtiyor Rahmankulov
Rahmankulov was appointed hokim of the Yashnabad district on August 26, 2020, and held the post for more than six years. Before his appointment, he worked as deputy hokim of Tashkent — head of the Main Directorate of Housing and Communal Services of the capital.
Hayot Inogamov
Inogamov had led the Yangihayot district since its creation: he was approved as hokim on November 16, 2020, and held the post for almost six years. Previously, he worked as deputy hokim of Tashkent — head of the directorate for the operation of canals and the improvement of adjacent territories. According to Kun.uz, Inogamov was born in 1986 in Tashkent, graduated from the Tashkent Institute of Automobile and Highway Engineering in 2006 and its master's program in 2008, and worked in transport, road infrastructure and public administration.
New appointments according to Kun.uz
Later, Kun.uz reported that the new hokims had started work in four districts of the city. According to the outlet, Hayot Inogamov has been appointed hokim of the Chilanzar district, replacing Kholkhuzhaev. The Yangihayot district has been headed by Lazizbek Polatovich Temirov, born in 1989 in the Fergana region, a graduate of the Tashkent State University of Economics (2012, master's degree 2021); since 2024 he had been the first deputy hokim of the Yashnabad district for finance, economics and poverty reduction — head of the district directorate of economics and finance. Abdulaziz Akhatovich Abdulhakov, born in 1980, who graduated from the Tashkent State Technical University in 2006, has been approved as hokim of the Yashnabad district.
Discrepancy in the data
The Kun.uz article about the first appointment states that Inogamov had led the Yashnabad district since November 2020, whereas Gazeta and a later Kun.uz publication indicate that he headed the Yangihayot district. Also, Kun.uz mentions personnel changes in four districts, while the press service of the hokimiyat, according to Gazeta, reported the dismissal of the hokims of three districts.
