New tariffs from November 1, 2026

The Ministry of Construction and Housing and Communal Services of Uzbekistan has put up for public discussion a draft resolution providing for an increase in tariffs for centralized heat supply services for the population from November 1, 2026. According to Darakchi.uz, the following tariffs are proposed in Tashkent: heating — 314 soums per day per square meter of heated area (currently 241.44 soums); hot water by meter — 11,607 soums per cubic meter (currently 8,928.67 soums); hot water without a meter — 45,330 soums per month per person; thermal energy — 206,636 soums per 1 Gcal (currently 156,643 soums); hot water in dormitories with a shared shower — 33,720 soums per month per person. Overall, the draft provides for a tariff increase of about 30%.

Annual indexation from 2028

According to the draft, from 2028 it is proposed to index centralized heat supply tariffs for the population annually from May 1, taking into account the annual inflation rate, but by no more than 10%. Proposals for indexation will be submitted by the Ministry of Construction and Housing and Communal Services and the Ministry of Economy and Finance. The goal is to gradually bring tariffs to the level of cost price by 2030. Zamon.uz notes that a decree of the President dated March 11, 2025 also provides for the gradual convergence of preferential heating tariffs for the population with the real cost of services by 2030.

When tariffs may be reduced

The draft provides for a revision of the standards for thermal load and thermal energy consumption. JSC Issiqlikta'minoti, the enterprises included in it, and organizations operating on the basis of public-private partnership must bring the current standards into line with urban planning norms and rules. The updated indicators are submitted for approval to the Council of Ministers of Karakalpakstan and the khokimiyats of the regions and Tashkent. If consumption standards decrease, it is proposed to simultaneously reduce heating tariffs for all household consumers in the relevant territory. If the standards increase, the current tariffs will remain unchanged until a new decision is adopted and approved.

Measures to reduce costs and the reform of JSC Issiqlikta'minoti

The draft also contains measures to reduce the costs of producing and supplying thermal energy: within a month, the Ministry of Construction and Housing and Communal Services, together with relevant agencies, must develop a program to reduce the cost of thermal energy by up to 15%. By the end of 2027, a full technical audit of heating systems in the country is planned, on the basis of which a program for the modernization and reconstruction of networks is to be prepared. Improvements to the management of JSC Issiqlikta'minoti are envisaged: the share of independent members on the supervisory board is to be raised to 75% within a month, and by the end of 2026 foreign specialists are to be brought in for the financial and technical areas. Also provided are a reduction of losses in heating networks by 25% by the end of 2027, coverage of enterprises with a modern billing system by the end of 2026, a transition to financial reporting under international standards starting with the 2026 reporting, and the development, with the participation of international consultants, of a heat supply development strategy up to 2030 by May 1, 2027.
