  • From November 1, 2026, heating and hot water tariffs are proposed to be raised, in Tashkent by approximately 30%

Annual indexation of tariffs from 2028

Uzbekistan's Ministry of Construction and Housing and Communal Services has published for discussion a draft government resolution providing for annual increases in centralized heat supply tariffs taking inflation into account starting from 2028. According to the draft, indexation will be carried out once a year — from May 1, with the increase not exceeding 10%. The basis for indexation will be proposals from the Ministry of Construction and Housing and Communal Services and the Ministry of Economy and Finance. The draft continues the policy laid down by the presidential decree of March 11, 2025, which provides for the phased alignment of reduced heat supply tariffs for the population with the cost price by 2030. It is noted that a similar procedure has already been in effect for electricity and gas tariffs since 2026.

One-time increase from November 2026

In addition to annual indexation, the draft provides for a separate increase in heating and hot water tariffs from November 1, 2026. In Tashkent, the cost of these services is proposed to be increased by approximately 30%.

Revision of standards and possible tariff reduction

The document envisages a revision of the standards for thermal load and thermal energy consumption. Issikliqta'minoti JSC, its member enterprises and organizations providing heat supply services on the basis of public-private partnership, must revise the current standards within two months in accordance with urban planning norms and rules. The updated indicators are to be approved by the Council of Ministers of Karakalpakstan and the khokimiyats of the regions and Tashkent. If, as a result of the revision, consumption standards decrease, the current tariffs must be simultaneously reduced for all household consumers in the relevant territory. If the standards increase, tariffs will remain unchanged until the next revision and approval.

Cost reduction and technical audit

A separate block of the draft is devoted to reducing the costs of producing and supplying thermal energy. The Ministry of Construction and Housing and Communal Services, together with the National Energy Efficiency Agency, the Ministry of Energy, Issikliqta'minoti JSC and other agencies, is tasked with developing, within a month, a program to reduce the cost of thermal energy by up to 15%. By the end of 2027, a full technical audit of the country's heat supply systems is planned, based on the results of which a program for the modernization and reconstruction of heating networks and other facilities must be developed for approval by the Cabinet of Ministers. Facilities that have undergone the audit are to be included in programs for the development of social and production infrastructure.

Corporate changes at Issikliqta'minoti

The draft provides for changes in the corporate governance of Issikliqta'minoti JSC: within a month, the share of independent members of the supervisory board is proposed to be brought to 75%. By the end of 2026, foreign specialists are planned to be recruited for the positions of deputy chairman for financial affairs and advisor to the chairman on technical matters. By April 1, 2027, KPIs must be implemented for the company's executive body, providing for a reduction in losses in heating networks by 25% by the end of 2027. In addition, by the end of 2026, the company's enterprises must be covered by a modern billing system, and by April 1, 2027 — by the transition to financial reporting under international standards starting with the reporting for 2026. Together with international consultants, the agency and the company must, by May 1, 2027, develop a strategy for the development of the heat supply sector until 2030.
