Program conditions and candidate requirements
The Migration Agency announced the start of applications for the APAL (Ausbildung) program, implemented jointly with the Federal Employment Agency of Germany. Training will begin in February 2027. The program offers three-year dual vocational education in floristry and horticulture: it combines theoretical instruction with practical on-the-job training. Those who successfully complete the training will have the opportunity for permanent employment in Germany. Young people aged 18 to 25 with German language proficiency of at least B1 level may participate. One of the following certificates is required: Goethe, ECL, telc, DSD, ÖSD or TestDaF, obtained no earlier than February 2026. Graduates of schools, colleges, lyceums or technical schools are eligible; candidates with higher education are not accepted.
Stipend and benefits
During the training, participants receive a monthly stipend, the amount of which depends on the federal state: in the first year — 724–900 euros, in the second — 854–1,000 euros, in the third — 977–1,100 euros. These are gross amounts, before taxes and mandatory deductions. Benefits are also provided: free vocational training, coverage of airfare and visa expenses, housing for approximately 200–250 euros per month (the first month free), reimbursement of insurance costs and German language courses in Germany up to B2 level.
How to apply
Documents are accepted until October 20. For additional information, you can contact the Migration Agency's short number 1282 or visit the website of the Federal Employment Agency of Germany, where separate application channels are available — for florists and gardeners.
