New procedure approved by government resolution
By Government Resolution No. 588 dated October 22, 2026, the Regulation on the procedure for elevator use and their technical maintenance was approved. Registration of elevators, conclusion and termination of maintenance contracts, as well as recording and storing maintenance results, are carried out through the unified interagency electronic platform 'Xavfsiz lift'.
Registration and monthly maintenance
Elevators are registered by the authorized body free of charge. After a positive result of the initial technical inspection, the elevator is registered within two working days, and the customer is issued a certificate with a QR code. The building manager is obliged to ensure elevator maintenance at least once a month.
Requirements for information in the cabin
In a visible place in the elevator cabin, the following must be posted: an identification number of the established sample; information with a QR code confirming the elevator's registration; the name, address and contact details of the building manager and the maintenance organization.
Prohibitions and warranty obligations
In passenger elevators, the transportation of construction materials, construction waste, items and equipment that do not match the elevator's dimensions, as well as explosive, flammable, radioactive and highly toxic substances is prohibited — regardless of load capacity. The use of elevators and spare parts not purchased and not installed through the electronic platform is not allowed. For each installed elevator, a warranty period of at least three years is established; during the warranty period, repairs and replacement of parts must not exceed 15 days.
Elevators barred from operation and the registry of organizations
Elevators whose operation is prohibited and which are marked with a red information tag are not subject to technical maintenance; during this period, the maintenance organization may not demand monthly maintenance fees from the building manager. Inclusion in the registry of maintenance organizations is carried out free of charge by sending an online notification. The resolution enters into force on January 1, 2027.
