The key facts

  • Resolution PCM-581 of October 20 regulates preferential access to the Ministry of Digital Development's AI infrastructure
  • Free of charge: up to 10 million tokens per month for LLMs and up to 120 GB of GPU memory
  • Additional token purchases at a 50% discount; competitions held twice a year (July and November)

Preferential infrastructure for social AI projects

The Cabinet of Ministers of Uzbekistan, by resolution of October 20 (PCM-581), approved a regulation on the preferential provision of the Ministry of Digital Development's infrastructure to social projects in the field of artificial intelligence. This was reported by the Ministry of Justice. The right to free or preferential use of the infrastructure is granted to startups, scientific organizations, universities, as well as advisors on the development of digital technologies and AI at regional governor's offices (khokimiyats) — for projects of social significance.

Tokens and computing power

Creators of initiatives using large language models (LLMs) may, for 6 months, process data of up to 10 million tokens per calendar month free of charge through the software interface (API). If the limit is exceeded, an additional purchase of up to 50 million tokens at a 50% discount is allowed, proportional to the tariff rate. Unused tokens expire without being carried over to the next month. For training, testing, validation, evaluation and inference of models not related to LLMs, up to 120 GB of graphics processor memory is provided free of charge — capacity is allocated upon users' requests.

Competitive selection and restrictions

The preferential right to use the infrastructure is granted on a competitive basis. Competitions will be held twice a year — in July and November — with applications evaluated on a 100-point scale. Participants who disagree with the selection results may, within 3 working days after their announcement, appeal online to an appeals commission; the complaint is reviewed within no more than 5 working days. One user may use the preferential capacity for only one project. Processing of user data for purposes not provided for by the regulation, its transfer to third parties, copying, distribution and use for commercial purposes is prohibited.
