Census procedure approved
Uzbekistan's Cabinet of Ministers on October 9 issued a resolution on organizing a business census (PCM-557), reports the Ministry of Justice's legal information channel. The census will take place from October 15 to November 30, 2026, with the reference date being October 1, 2026, 00:00. The process will cover economic units: legal entities, individual entrepreneurs, dehkan farms, the self-employed, as well as entities operating without state registration.
How registration will proceed
Legal entities register independently via the hisobot.stat.uz portal, self-employed individuals via census.stat.uz. Other entrepreneurs will be enumerated by census takers at their place of business; surveys will be conducted from 9:00 to 18:00. Within ten days after the census ends, up to 5% of registered economic units will be checked through sample control. Respondents' data is confidential and will be used exclusively for statistical purposes. A call center has been set up at the short number 1851 for questions and inquiries. Final results will be published on the National Statistics Committee's website by September 1, 2027.
Context and goals
Shavkat Mirziyoyev endorsed the census at a September 2 meeting dedicated to accelerating reforms in the national statistical system. An inventory of all operating economic units is planned to clarify their status, composition and distribution across sectors. According to figures presented, the share of the unobserved economy is 23% of GDP, or 246 trillion soums, and in agriculture it is 60% of total turnover. The incomes of 6.5 million people out of 15.2 million employed (42%) are not fully reflected in official statistics; many registered small and medium-sized businesses in fact do not operate. Formalizing their activities, as noted, will provide additional budget revenues amounting to tens of trillions of soums and later reduce the tax burden, as well as update statistical registers of enterprises and create a basis for future sample surveys. After the meeting, the president signed a decree approving the national strategy 'Statistics Development — 2030'; according to Daryo.uz, under the strategy approved by the decree of September 10, by the end of 2027 a population statistical register will be formed based on population and agriculture censuses.
