Assessments by a Rada deputy
Verkhovna Rada deputy Olga Vasilevskaya-Smaglyuk stated that in 2027–2029 Ukraine will have to raise a significant volume of external loans to cover the deficit. According to her calculations, in 2026–2028 external loans should cover about 80% of the country's financing needs. According to her forecast, the public debt may rise to 114.2% of GDP in 2028 and then decline to 108.7% in 2029. This forecast is based on the assumption of a significant improvement in the security situation starting in 2027.
